CV Anand appointed as Commissioner of Police Hyderabad City, Here is a Brief look on his career so far.

Talha Hussain Gulbargavi| Hyderabad : Chief Minister K Chandrashekhar Rao cleared the transfers of 30 police officers on late Friday night. Anjani Kumar, the CP of Hyderabad, has been promoted to Director General of the Anti-Corruption Bureau, while CV Anand, a 1991 Batch IPS officer, who returned to Telangana after serving in the Central government, has been named the new Commissioner of Hyderabad Police.

It will be an uphill task for the New Commissioner to fill in the shoes of Mr. Anjani Kumar who had worked hard to restore the faith of people in the police department through his new and technological oriented style of working. Here is a Brief profile of Mr.CV Anand IPS.

 

He belongs to the 1991 batch of the IPS of erstwhile Andhra Pradesh/Now Telangana Cadre. he spent the first 9 years of his career tackling naxalites/maoists as ASP in Warangal, Addl SP in Adilabad and as SP Nizamabad which were the hotbed in those times. He was awarded the President’s Police medal for Gallantry.

He has spent over 11 years in Metropolitan and Urban policing as DCP central zone in Hyderabad city for 3 years, Commissioner of Police, Vijayawada City  for 2 years, Traffic Commissioner for Hyderabad City for 3 years and Commissioner of Police of the original Cyberabad commissionerate(it was split into two Rachakonda and Cyberabad commissionerates later) for over three years.
The Election Commission of India gave him the National Award for Best Performance in Expenditure Monitoring in the country in the 2014 General Elections.
He introduced IT based urban policing systems like CCTVs, E-Challan, Centralised signal management systems, Cordon & search operations,  IT based enforcement, use of latest Gadgets & Technologies and social media for citizen outreach, crime prevention and detection and SHE  Teams,SHE  shuttles,SHE  Cabs, SHE  Apps for Women Safety.
He also worked as DIG in Economic Offences wing of CID and personally extradited the bank scamster Kosaraju venkateswara Rao from Bangkok. Mr.Anand has the credit of working in General Administration departments outside police ,like Excise and Prohibition as Director for 2 years and as Food Secretary of Telangana.
Upon promotion as Addl DG,he was the first IPS officer in the country to be posted as head of the Telangana Public distribution system as Principal Secretary Food Civil supplies department holding additional charge of commissioner ,and VC and MD of the civil supplies corporation and controller ,legal metrology. His 19 months here were revolutionary and he introduced IT in all processes like Online procurement and payment system through which 16,000 farmers were paid their MSP of Rs. 11,500 corres directly into their bank accounts within 4 days, Command Control centers, GPS on 1500 trucks and CCTVs in all Godowns and E-pos machines in all 17,000 ration shops and 100% Aadhar based PDS where one can take ration anywhere in Telangana state. Rs 2000 crore were saved  to the state exchequer in his tenure by controlling the malpractices .He was given the Telangana state excellence Award, Rajasthan State Innovation leadership Award and was commended at the National E-Governance Awards Function for the PDS reforms which are now being adopted in 12 states.

4) President’s Gallantry Medal in 2002
5) Indian Police Medal in 2007
6) President’s Police Medal in 2017
7) Prestigious National Award for Best Performance in the country in the 2014 General Elections by the Election Commission of India.

Use of IT has been his forte and MO wherever he works.
Mr.Anand is now on central deputation to the Central Industrial Security Force and is working as Director of National Industrial Security Academy.
An avid Sportsman

Mr.Anand has another facet-that of a sportsman-to him.He is an ex- Under 19 cricketer and toured England in 1986 and represented Hyderabad under  19 & 22 levels. He is still active in the game. He is a nationally ranked tennis player in +45 category and has won the All India Police Tennis championships and regularly plays senior tennis tournaments. He was the ‘Best Athlete’ in College, and in National Police Academy with 8 Gold Medals in various sprint and jump events.
